GenLayer Project Dossier
Written for the quest “Seeing the Long Game” with wkkk3 on The Republic.
- Project Goal
GenLayer is an AI-native blockchain and adjudication layer designed for Intelligent Contracts. These are programs that combine deterministic on-chain logic with natural-language processing, LLM calls, and live web data access. The protocol enables decentralized consensus on non-deterministic or subjective outcomes (e.g., dispute resolution, contract interpretation, agentic commerce agreements) via Optimistic Democracy: validators running diverse AI models evaluate a leader’s proposal under a contract-defined Equivalence Principle, with appeals and slashing.
Core technical elements include the GenVM sandboxed execution environment (Python-based), Intelligent Contracts, Greyboxing security, and staking-based validator selection. The network is positioned as trust infrastructure for the agentic economy, allowing AI agents and humans to settle ambiguous decisions on-chain without centralized courts.

- Tokenomics
GEN is the native utility token of the GenLayer network. Genesis (fixed base) supply is 4.2 billion GEN. Holding GEN confers protocol utility rights (gas for Intelligent Contract execution, staking/delegation to validators, appeal bonds, and governance participation) but no equity ownership, dividends, or legal claims on the issuer.
Documented genesis allocations (from the MiCA crypto-asset white paper):
GenLayer Foundation: 20% Early contributors: approximately 19.06% GenLayer Labs: approximately 17.64% Investors: approximately 13.29% DeepThought DAO: 5% Community / remaining buckets make up the balance Effective circulating float at TGE is disclosed at approximately 1,023.75 million GEN (~24.4% of genesis supply). Unvested tokens from certain buckets may be staked or delegated from genesis under specified rules (DeepThought DAO allocation is excluded from staking). Ongoing emissions follow an inverse-sigmoid issuance schedule calculated against the fixed genesis supply, starting near an 8.9% annualized rate and decaying toward a ~4% long-run tail. Fee and inflation rewards are split between stakers/validators, Intelligent Contract developers (protocol-level revenue share), and the DAO.

- Unlock + Dilution Risk
Vesting schedules are published in the MiCA white paper and related disclosures:
Investors and GenLayer Labs: 12-month cliff that releases one-third, followed by four semi-annual tranches, completing by month 36. Early contributors: 12-month cliff releasing 25%, with full vesting by month 48. Community airdrop (eligible allocations): 20% unlocked at TGE; remaining 80% vests linearly over four months. Early withdrawal/claim of available tokens permanently forfeits the locked remainder (forfeited tokens return to the Foundation community allocation). Foundation team allocations within the broader Foundation bucket follow early-contributor-style lock-ups (12-month cliff, full vesting by month 48). Labs and Foundation have additional self-staking commitments (at most 10% of their allocations self-staked). At TGE, ~24.4% of genesis supply is expected to be effectively circulating. Subsequent unlocks from investor, Labs, and contributor buckets create scheduled dilution pressure after the 12-month cliffs. Ongoing protocol issuance (decaying from ~8.9% annualized toward 4%) adds further supply growth calculated against the fixed genesis base, though real dilution declines as the circulating base grows. Unvested tokens that can be staked do not immediately increase free-float but still represent future unlock potential. No public token sale has occurred; funding to date has been private (reported seed round).

- Team
GenLayer Labs (core protocol R&D, formerly associated with YeagerAI) was founded by Albert Castellana and includes co-founders / key technical contributors José María Lago and Edgars Nemše (authors of the technical whitepaper). The independent GenLayer Foundation stewards ecosystem growth, grants, and the transition to decentralized governance; Foundation leadership includes CEO Edgars Nemše / David Riudor (depending on entity) and other ecosystem roles. The structure separates Labs (development) from the Foundation (stewardship, designed to eventually dissolve).

- Risks
Execution / Technical Risk: Optimistic Democracy and multi-model AI validation of non-deterministic outputs is novel. Performance, consistency across heterogeneous LLMs, appeal latency, and resistance to adversarial validators or model collusion remain unproven at mainnet scale. Marketplace / Adoption Risk: Demand depends on developers building Intelligent Contracts and applications (agentic commerce, oracles, dispute systems) that generate meaningful fee volume. Bootstrapping both validator set quality and application usage is challenging. Token / Incentive Risk: Staking, developer fee share (10% of relevant fees + capped inflation match), and emissions must balance security, developer retention, and competitive costs versus centralized alternatives. High initial float (~24.4%) plus post-cliff unlocks and ongoing issuance create dilution pressure. Regulatory Risk: MiCA white-paper filing and utility-token classification provide some European framework, but global AI + crypto regulation, token classification, and validator AI-model use remain subject to evolving rules. Competition Risk: Faces both traditional legal/dispute systems and other on-chain AI / agent / compute protocols. Verification / Security Risk: Incorrect or incomplete validator consensus, greyboxing failures, or economic attacks on staking/appeals could allow invalid outcomes to finalize.
